The Uppekha Retreat is the first of three planned national technical assistance meetings to address the needs of Cambodian survivors of torture in the United States. It is part of Khmer Health Advocates' work plan from a grant from the Office of Refugee Resettlement Program for Victims of Torture funded by the Torture Victim Relief Act. Khmer Health Advocates is one of the oldest torture treatment programs in the United States and the only program that focuses exclusively on Cambodian torture survivors.
Khmer Health Advocates guiding principles are rooted in the 4 traditional healing concepts of Meta, Karuna, Mudita and Uppekha. They are also based on the contextual therapy model of Dr. Ivan Boszormenyi-Nagy, a refugee and survivor of war who was one of the “father’s of family therapy”. Dr. Nagy’s model has been for rebuilding communities following traumatic events. It provides a framework for rebuilding trust by understanding the context of individuals, families and communities.
Building trust among Cambodian community leaders requires a process of sharing information about who we are, what we have done and what we want to do. It requires us to “look closely while remaining calm” so that we can truly address the needs of our community and develop the following products:
(1) A profile of Profile of Cambodian Leadership in the United States- a video documentary of the meeting and a written paper which describes the trauma and torture experiences of these leaders, the achievements of the past 35 years and a plan for the future.
(2) A Working group or coalition to pursue a national plan for services for Cambodian survivors of torture and genocide.
(3) An advocacy plan for upcoming year.
